Jefferson Parish

Duplex and multifamily builder in Metairie.

Ten minutes from downtown, outside the city limits, with parish permitting instead of city permitting. For a lot of first-time buyers and investors, Metairie is where the math is easiest.

Our own office is at 638 Papworth Ave., Suite C, in Metairie. This is not a market we read about. It is the one we drive through every day.

What building in Metairie actually involves

Permits go through the Jefferson Parish Building Permits Department, not the City of New Orleans. Different department, different process, and in our experience a more predictable one.

Flood zone still decides the build. Jefferson Parish runs its own flood zone determination, and the zone your lot sits in drives how high the building has to be elevated and what flood insurance costs you every year afterward. Two lots a few blocks apart can sit in different zones and need different elevations. We pull the determination before you commit to a lot.

Jefferson Parish keeps its own drainage and zoning rules, and it writes separate floodplain rules for property inside and outside the levee protection system. Setbacks and lot coverage for a two-unit build are worth checking early — that is part of what we do in the consult.

Who rents what we build

Close to 95% of the units we manage rent to working families using a Housing Choice Voucher — what most people still call Section 8. That is a choice we made. The housing authority pays its share directly, the tenant share is set at a level the household can carry, and a new, well-built unit is exactly what those families are looking for.

A new unit of ours typically leases in about one month to a month and a half from the day it is ready. Voucher programs are run by a different housing authority in each parish, so the paperwork and the timing change with where you build — we walk you through the one that applies to your lot.

What we build

Two-level duplexes, 2,496 square feet of living area, 3 bed / 2 bath per side — six bedrooms and four bathrooms under one roof, on one loan. Six elevations. Turn-key, including plans, permits, survey and the builder package.

Do not have a lot? We find and secure buildable lots. And with your down payment and pre-approval, the lot may be financed into your loan, subject to lender approval.

How people pay for it

  • FHA — 3.5% down. The 2026 FHA limit for a two-unit property in Louisiana is $693,050 — the same in Jefferson as in Orleans. A turn-key build plus a lot lands well under it.
  • VA — $0 down. For veterans. No monthly mortgage insurance, and land, construction and mortgage can close one time.
  • House hacking. Live in one side, rent the other, and see what actually comes out of your pocket.

Investment Property Builders is a home builder — not a lender, a mortgage broker, or a financial advisor. Prices, loan limits, insurance outcomes and flood determinations vary by lot, by program and over time, and nothing here is a quote or a guarantee. Permitting, elevation, zoning and drainage requirements are set by Jefferson Parish and other authorities, not by us, and they change. Confirm current requirements and costs for your specific property before you commit.

Where We Build

We build wherever you want to build — if the lot is zoned for it.

That is the whole answer. We are not limited to one neighborhood or one parish. We build new-construction duplexes across Greater New Orleans, on the lot you choose. The one thing that decides whether a duplex can go up is the zoning on that particular lot.

The only real limit is the zoning

Not every lot allows two units. Some zoning districts permit a duplex outright, some require going through an approval process first, and some allow one house and nothing more. Two lots on the same street can fall under different districts. The lot decides — not the block, not the neighborhood.

We check it before you buy

Send us the address or the lot number and we pull the zoning, the setbacks, and the height limit, and tell you straight whether two units fit. If they do not, we say so. That check costs you nothing and takes about a day.

If the lot does not work, we find one that does

We source buildable lots across the metro — Orleans, Jefferson and St. Tammany. You are not stuck with a lot that will not take a duplex.

Send us a lot to check

Zoning is set by each parish and can change. Nothing here replaces a zoning verification or a licensed surveyor.
